The Central Bank of Montenegro Council adopted a package of secondary legislation to bring banking supervision rules further into line with CRD VI, CRR3 and European Banking Authority guidelines. The measures cover prudential requirements, the structural systemic risk buffer, governance and remuneration, fitness assessments for management and key function holders, and public disclosures by credit institutions. They form part of Montenegro’s preparations for future membership in the European System of Central Banks and build on powers under amendments to the Law on Credit Institutions that took effect in February. The Council also updated the Credit Registry rules, including the data to be submitted, reporting deadlines and conditions for access. Separate measures specify how banks planning to cease operations must prepare voluntary liquidation plans and report progress to the central bank, while statistical reporting requirements for compiling Montenegro’s balance of payments were aligned with the KD 2025 classification of economic activities.
