The Central Bank of Oman, in partnership with Oman's Financial Services Authority and the Ministry of Finance’s Estidama program, has launched the National Fintech Strategy and Oman Fintech Gateway. The strategy establishes a coordinated national framework for fintech development, while the gateway provides fintech firms and entrepreneurs with a centralized route to assess readiness, understand requirements and explore entry into the Omani market. The strategy prioritizes proportionate and innovation supporting regulation, financial inclusion, interoperability, digital infrastructure and workforce capabilities. It also seeks to attract fintech firms, investment and specialist expertise while helping Omani entrepreneurs develop and expand solutions locally and internationally. Implementation will be coordinated by the Central Bank of Oman under a governance framework for accountability and progress measurement, with each participating authority retaining its statutory policy and regulatory responsibilities. The Financial Services Authority will support innovation across nonbank sectors, including capital markets, insurance, accounting and auditing. Oman Fintech Gateway will offer guidance on applicable requirements, streamline initial applications and connect applicants with regulators and other ecosystem partners. It will facilitate engagement without affecting the statutory independence of the Central Bank of Oman or the Financial Services Authority, and all regulatory assessments and decisions will remain subject to existing legal frameworks.
