The Central Bank of Syria will end its warning phase and begin legal enforcement against anyone conducting foreign exchange or money transfer activities without a license from October 18, 2026. The action applies across all Syrian governorates and covers operators regardless of whether they previously received a written warning. Judicial police, in coordination with the Ministry of Interior, will document violations and refer cases to the competent courts without further notice or grace periods. Unlicensed operators may face penalties under Article 25 of Law No. 24 of 2006, as amended. The central bank also urged the public to use only licensed companies and offices.
